Budget push for growth risks lives without strong safety standards

Ruth Wilkinson, head of policy and public affairs at the Institution of Occupational Safety and Health, said: “The government’s Budget sets out a bold vision for growth.

“However, this ambition must be matched by an unwavering commitment to health and safety, as well as ethical and responsible innovation.

“Infrastructure projects, whether transport networks, energy systems or digital frameworks, are complex undertakings that involve thousands of workers and significant public investment.

“These need to be managed carefully because slips with delivery targets may lead to cutting corners on health and safety standards, which not only risks delays, spiralling costs and reputational damage, but can risk lives.

“Embedding robust health and safety standards from the outset is essential to ensure these projects deliver long-term value and resilience.

“The government is accelerating housebuilding to meet its pledge of 1.5 million new homes by the end of this Parliament.

“With them being behind on the target, action will be taken to meet this challenge, but the pressure to deliver must not result in unsafe working conditions or practices.

“Construction remains one of the UK’s most hazardous sectors, accounting for 35 of the 124 workplace fatalities last year.

“Our research shows that nearly half of workers admit to taking safety shortcuts to meet deadlines – a culture that cannot be allowed to deepen.

“The Budget also signals investment in energy and technology. These innovations bring enormous potential but also new hazards and risks.

“Ethical and responsible innovation means ensuring that safety, sustainability and worker wellbeing are integral to planning, design and deployment.

“Whether installing offshore wind turbines or implementing AI-driven systems, health and safety safeguards must keep pace with progress.

“IOSH calls for clear assurance that measures to accelerate delivery will not dilute health and safety obligations, alongside investment in regulatory capacity for robust oversight.

“We also urge a commitment to safe, healthy and sustainable working environments and practices across all sectors.

“Infrastructure investment is about more than physical assets – it is about creating environments that are safe, resilient and future-ready.

“By prioritising health, safety and ethics alongside speed and innovation, the government can deliver growth that is sustainable and responsible.”
