# Shops to face spot fines for selling fake vapes under new measures

By Mark Oates — 2025-11-23

Mark Oates, founder of consumer campaign group We Vape, said: “We have long pressed for robust fines, strict licensing, and proper Trading Standards enforcement to drive out rogue traders, so are pleased the government are finally adopting these effective strategies.

“If imposed with conviction, this hardline approach will slash underage sales, boost consumer confidence, and let responsible vape shops flourish by holding lawbreakers to account.

“Licensing forces all retailers to meet clear age checks and safety rules, with the threat of instant fines and licence loss for those who undermine consumer trust.

“New QR code verification will also clamp down on tax dodgers and make it easy to spot illicit products.

“Empowering Trading Standards with more funding and better tools also means these laws can finally bite, not just be discussed, though time will tell if enough real resources filter through to the officers on the ground, who need them most.

“If rolled out properly, these changes can protect public health, reward the legitimate, hard-working traders, and support smokers seeking alternative ways to consume nicotine while protecting our youth.”
