# 22% charge aims to stop Isa savers getting around new rules from 2027

By Andrew Prosser — 2026-06-24

Andrew Prosser, head of investments at InvestEngine, said: “Adding more and more anti-circumvention rules is unlikely to achieve the Government’s goal of getting more people investing. Cash balances, money market funds and overnight-rate ETFs are all commonly used by everyday investors for very normal reasons – managing cash, parking money between investments, or reducing risk when markets are volatile. They’re not some kind of loophole or tax trick.

“The issue is that these rules seem to assume investors will actively try to get around the Cash ISA limits, but there isn’t much evidence that’s actually how most people behave. If anything, the growing list of restrictions risks making the system feel overly complicated and a bit harder to navigate.

“Our worry is that instead of encouraging investing, this could end up putting people off. If Stocks & Shares ISAs become more complex and less straightforward, some savers may just disengage altogether – which would go against the whole point of trying to build a stronger investing culture in the first place. What we really need is to improve financial education and make it more accessible – that would do far more to encourage people to invest than simply restricting how they use their savings and would be a more effective way of building a healthier investment culture in the UK.”
